Key responsibilities
1. Pre-construction and mobilisation
- Review contract drawings, specifications and Bills of Quantities (BOQs) upon receipt. Raise Requests for Information (RFIs) promptly to address discrepancies, missing information and buildability issues.
- Plan site mobilisation, including site layout, hoarding, temporary works, site offices, stores, access, utilities and laydown areas.
- Prepare method statements, risk assessments and Inspection and Test Plans (ITPs) for major work activities for Construction Manager approval and Engineer review.

2. Site execution and technical management
- Direct and supervise daily site operations, including substructure, reinforced-concrete frames, masonry, roofing, finishes and external works.
- Coordinate architectural, structural and MEP drawings and installations. Identify potential clashes before construction and resolve them with consultants and subcontractors.
- Inspect reinforcement, formwork and embedded MEP services before every concrete pour and sign the relevant pour permit.
- Manage subcontractors and specialist trades to meet project programmes, scope and specifications. Issue site instructions in writing.
- Verify materials delivered to site against approved samples and specifications, and reject non-compliant materials.
- Prepare and update shop drawings, technical sketches and as-built mark-ups as construction progresses.
3. Quality assurance and quality control
- Implement the project Quality Plan and ITPs. Submit inspection requests to the Engineer in good time and participate in joint inspections.
- Arrange and document materials testing, including concrete slump and cube tests, steel, blocks, soil compaction, pressure and continuity tests, through approved laboratories.
- Raise, track and close Non-Conformance Reports (NCRs), ensuring root-cause analysis and corrective actions.
- Coordinate mock-ups and benchmark rooms, ensuring every trade meets approved finishing standards, particularly for high-specification interiors.
4. Planning, progress and reporting
- Prepare weekly three-week look-ahead programmes from the master programme in collaboration with the Planning team. Track critical-path activities and implement recovery actions.
- Plan labour, plant and material requirements, and submit material requisitions to Procurement with sufficient lead time.
- Maintain accurate daily site diaries covering labour, plant, weather, deliveries, instructions, visitors, delays and disruptions.
- Prepare weekly progress reports with photographs and contribute to monthly progress reports for the client.
- Lead site coordination meetings, attend client and consultant progress meetings, document agreed actions and ensure their timely close-out.
5. Health, safety and environment
- Take personal responsibility for HSE compliance on site and enforce IHL’s HSE policy, PPE requirements, permit-to-work procedures and safe systems of work.
- Conduct daily toolbox talks and regular site safety inspections.
- Ensure scaffolding, excavations, lifting operations and temporary works undergo the required inspections and certification.
- Report and investigate incidents and near-misses, and implement corrective actions.
- Maintain proper housekeeping and manage waste, dust, noise and drainage to ensure site compliance and maintain positive relationships with the neighbourhood.
6. Contract administration and commercial support
- Identify changes in project scope, design and site conditions as they arise. Notify the Construction Manager and Quantity Surveying (QS) team within 48 hours to enable contractual notices within FIDIC time limits.
- Maintain contemporaneous records, including instructions, photographs, measurements, dayworks sheets and delay events, to support variations, Extension of Time (EOT) applications and claims.
- Provide measurements and progress confirmations for Interim Payment Certificates (IPCs) and subcontractor valuations.
- Control material wastage and verify that ordered quantities match project requirements.
7. Testing, commissioning, handover and close-out
- Plan and coordinate the testing and commissioning of building services, including electrical, plumbing, HVAC, fire systems, BMS, lifts and ELV, with specialist subcontractors.
- Conduct snagging inspections and ensure all outstanding items are resolved before client handover.
- Compile handover documentation, including as-built drawings, Operations and Maintenance (O&M) manuals, test certificates, warranties and statutory approvals.
- Manage defects rectification throughout the Defects Notification Period and keep the client informed.
8. Supervision and team development
- Allocate tasks, supervise and mentor Site Engineers, Supervisors and Technicians to strengthen technical capabilities on site.
